Meeting Minutes
March 10, 2011

Call to Order
Meeting called to order at 8:00 pm in the Cheverly Community Center.  

In attendance:  CMs Schachter, Eldridge and Watson.

Town Administrator Report
Mr. Warrington reported that Cheverly Avenue will be closed first in the southbound direction and then the northbound lane closed while concrete work is being done.  It will begin on April 4th.  If you have a stormdrain that is not functioning correctly let us know and it is the County’s responsibility to clean them out.  We will report it to the County for you.  The collection for the fire victims was great and showed the giving aspect of Cheverly residents.  DER has their mega machine here and they are grinding your yard waste and we will be delivering back to you in the form of mulch.

CM Schachter asked why the work on Cheverly Avenue couldn’t be done at night? Mr. Warrington we can’t because an 8 inch thick slab of concrete must be poured and cured and this is the proper way to fix the roadway.  CM Eldridge people who live on streets where night work occurs have something to say about that. CM Schachter I understood the explanation from the Town Administrator.

Delegate Jolene Ivey I have a proclamation from the Maryland General Assembly recognizing his dedication and recognition of service by Mr. Joseph Pruden to the Cheverly community and his many years as an election judge.  Presented this 10th day of March 2011 by Delegate Jolene Ivey, District 47.  

Former Mayor Al Dwyer we just had a brief transition meeting and he noted for the people who come here to vote want to see a smooth operation.  Voting is the building block of our government and we have had smooth elections.  Great job.



Mayor Callahan Joe is truly a Cheverly native being born here.  I met Joe when I first moved to the Town via the Boys and Girls Club when he was coaching.  He has given to the Town in many ways, not only as an election judge.  If you come to the Chev-Prom you will see Joe here taking pictures.  I want to thank you for your term as an election judge and all your contributions.

Police Department Report

Chief Robshaw crime is down.  We only had 6 incidents this month.  Officer Webb is available for traffic related matters via cell phone at 301-789-7743.  Anyone who received a parking ticket on Sunday, please call my office to discuss.  We are having a difficulty there with the signage and we hope to address this matter.  We have recently promoted two of our officers to the rank of Sgt. and this will allow a supervisor to be on duty at all times.  I would like the Mayor to present these certificates to newly promoted Sgt. Lamb and Sgt. McGuire.

CM Watson how do you want us to go about setting up our Ward meetings? Chief Robshaw we will have the staff at the meeting.  We can have it at any location.  We are requesting that you give us a date and time.  Our presentation will last half an hour and we can address any specific Ward issue.   

CM Eldridge related to the Shopping Center, do you have regular dialog with the management and do you have police patrolling regularly?  Chief Robshaw we do communicate with them regularly.  We do talk when we have a specific problem.  CM Eldridge are any merchants members of the radio program? Chief Robshaw no, but I am not opposed to that.

Mayor and Council Announcements

CM Schachter on March 21st at 7pm there will be a special meeting of the 4th Ward Civic Association and there will be two events at that meeting.  The Chief of Police will be at the meeting as he previously just spoke about regarding public safety.  The other matter will be a slide show dealing with the history of Old Ward Four.  It will be held in the conference room.  

CM Eldridge the Town has been awarded a grant for the Safe Routes to Schools program for approximately $100,000.  It will fund encouragement opportunities, infrastructure and a safe route to schools coordinator.  On March 23rd, there will be a walk audit at 8 am at Gladys Noon Spelllman.  On May 6th there will be the Spellman bike to school day that will begin at 8am at Legion Park.  At the next Worksession the Green Infrastructure Committee will be presenting their plan map.  There was a meeting with the National Park Service to discuss the disposition of the three properties purchased by the Park service and they have been sitting vacant.  The purpose for this meeting was to discuss what to do with the area once the properties come down.   


Mayor Callahan special thanks to CM Eldridge for spearheading the Safe Routes to School effort.  Also, to you and CM Riazi on the efforts regarding the National Park Service properties

CM Watson those who do not know, Ephriam Day passed away this week.  He lived on Lake Avenue in Ward 2 and he was a long time Cheverly Police Officer and was retired.  The PGCMA meeting is on the calendar for April 21st, but we are not sure if it will happen here.

Mayor for the past 5-6 years we have had bus loads of students who come here and pull out tons of trash from the Lower Beaver Dam Creek.  They will be here on March 17th and invite all residents to come and help.  At 4pm there will be a Corned Beef Irish dinner at the American Legion.  They are welcoming everyone in the Town to that event.  We are looking for a Ward 5 candidate.  There is a form in the Newsletter to get a free tree.  So, please consider planting a tree on your private property.  CM Eldridge the event at the Legion, should people notify someone?  Mayor I believe the directions can be found at Chevblog. The dinner will be $6.

CM Schachter I would suggest that a small contingent of the students go to the new wetlands on Tuxedo Road and pull some of the tires out of there.

Mayor I will see since I will be there.  I would like to add an agenda item to make a contribution to this contingent.

Committee Reports

Barbara Pejokovich the next Recreation Council meeting will be Tuesday, March 22nd at 7pm in the Conference Room and all are invited.  The Spring Flea Market is April 2nd and I have four tables left and are $15 and my number is 301-773-5883.  The Easter Egg hunt will be April 23rd at 11am. Please bring a basket or bag to collect your eggs.  Bring your cameras to have your picture taken with the Easter Bunny.  We have a goody bag and gift for every child.
 
CM Watson noted that the Cheverly Day is Saturday May 14th and it will start the 80th anniversary the day before.  Saturday the 7th of May will be the Tennis Tournament at Pool courts.  Tickets to the Chev Prom will be available via committee members.  On May 14th we will start with a parade to start around 9 am.  We will all of our regular activities.  Visit us at Cheverly Day.com and clip your donation form out of the newsletter and send it in.  We are going to try lazer tag this year to help have something the older age groups may enjoy.
 
CM Eldridge the presentation of the Green Infrastructure Plan will be at the Worksession on the 24th .  

Mayor I got news tonight that our Cheverly Day Parade will have the Kiss Mobile from Hershey.

Mayor the items for the upcoming worksession are: Charter Amendment for Election Clerks, Composting Proposal, Green Infrastructure Committee Presentation, Farmers Market Proposal, Discussion Priority List for Safe Routes to Schools, FY 12 CIP items.

Adoption Proclamation Designating April 6th as Arbor Day in Cheverly

Mr. Warrington we are participants in the Tree USA program and a proclamation is a requirement.  Mr. Torres will be planting a tree on that day in honor of Arbor Day.

  • Motion CM Watson to adopt a Proclamation Designating April 6th as Arbor Day in Cheverly.  Seconded CM Schachter.  Approved 5-0 (CM Riazi present)
Authorizing Funding for the Earth Conservation Corps

Mayor this is an interesting group that works with at risk kids to go out and clean out areas, which we have benefitted from as they target Lower Beaver Dam Creek.  A great thing for them would be a donation of $300 to the Earth Conservation Corps for the purchase of gloves and waders for their efforts.

  • Motion CM Riazi that the Town donate $300 to the Earth Conservation Corps for the purchase of necessary supplies for the clean-up.  Seconded CM Eldridge.  Approved 5-0
CM Riazi I did have a work engagement and I am sorry.  The amount of civic involvement was great at the 58th place meeting and I would love to have people come to council meetings to bring things to our attention.
